Staffing Planning
Staffing planning is a systematic process to make sure that an organization has the exact numbers of employees and with the right skills to accomplish the organization's goals and needs (Bowling and Carmen).
The advantages of having a staffing plan are that it enables the organization to make good staffing decision, sometimes opportunities may arise unexpectedly for an organization to act fast it is good to have employee planning (Gerhard, et Al).
A good human resource manager usually knows that an organization requires full-time staffs. He/she could bring 2-3 jobs together
so that these functions could be covered by one position in the organization. He/ she knows that some works would be handled by volunteer and part-time workers (Gerhard, et Al). A good staffing plan has the full-time staffs, the part-time staffs, and the volunteers. Staffing plan would cover the organization for more than two years. A good staffing plan will enable the human resource manager to act fast if the need for new staff arises.
How to create a staffing plan
To create a good staffing plan the human resource manager need to factor all the activities of the organization, first he/she should know what types of the organization activities? Should know his/her customers because if the human resource manager knows his/her customers, he/she would be able to know what type of the staff he/she requires. He/she also need to consider the important functions that keep the organization running (Maass, et Al). For example, if communication with the clients is a problem to the business, he/she need to look for a good communicator who will facilitate good communication between the business and the clients (Dent and Bob). Also, if the organization needs to raise the money for the business operation, the organization has to create a fundraiser. Here, the organization relies on volunteers. Therefore, the human relation manager would need to choose a volunteer manager, say from the board of managers of the organization to be part of the staff (Dent and Bob).
To draft a staffing plan is not a science. There is no wrong or right way to approach drafting a staffing plan. A good human resource manager usually revises his staffing plan on a regular basis to accommodate the new changes that occur in the organization (Maenhout, Broos, and Vanhoucke).
A good staffing plan should consist of functions in the organization, the organization running hours. Shows the primary person. That is, the individual responsible to carry out that task. Should give the details of the importance of the task, i.e. if the task is critical or not to meet the organization goals and the needs (Weston, et Al). The following describes steps to develop a staffing plan.
For example, a nursing staffing plan for elderly could be like this.
Home health aides are organizations that specifically deliver personal care to the elderly and individuals with injuries. They check vital signs on people and keep track of these people. Their functions are to shop and to prepare health meals as describe by the dieticians. For effective running of the business. Most people usually require the home health aide to assist their elderly people whenever they are away from them. The organization has a staffing plan that consist of:
The council of staffs
Council of staffs is a committee comprising of board of managers whose main function is to makes decision and ensure efficient running of the organization. The council’s objective is to provide input and feedback based on the method used in selection, implementation and evaluation of minimum staffing level evaluation for inpatient and outpatient chambers (Maass, et Al).
Home health cares delivery crew
Home health care delivery crew deals in the provision of patient care. Their clients are usually home-based patient. The conduct diagnosis and clinical competence of their patients to ensure patient receives maximum care. The home health care delivery team consist of 20 registered nurses who are responsible for assisting and managing the patient care prescribed by doctors to the patient (Maenhout, Broos, and Vanhoucke). Also, the unit secretaries, who manage the chambers communication between visitors and family. The chamber secretary also facilitates care of patients by ensuring an orderly job environment for all. Organization can also offer religious activities to their client. The religious leader would come and preach to their client as a way of caring for them.
Contract staffs.
The organization utilize additional resources whenever they require them so as to meet the demand of their elderly. When their patients are sick the company hires a doctor to come and treat their client. The organization requires contract doctors when their doctor is sick or gone for vacation (Dent and Bob).
Voluntary staffs
If the available nurses intend work above the working hours i.e. voluntarily. Also, the organization can accept nurses who voluntary comes to assist the available nurses when the available nurses are busy dealing with their patients.
Organization budget staffing
Organization budget time for their nurses where nurses are given a certain hour per patient day. The nursing hour per patient day is a variable used to the planning of nurses in the hospital. It is also used to determine the nurses’ shifts of patients’ care.
Staffs assignment
Acuity model score assesses the level of patient care needs requiring nursing cares and skills then suggest the right care and skills to be given to the patient according to the hospital's nursing standards (Maenhout, Broos, and Vanhoucke).
Continuity care where patients are assigned to the same nurse, as it will help facilitate patient care because the nurse is familiar with patient sickness (Maenhout, Broos, and Vanhoucke).
Chambers geography. The home health care organization offer transport facilities to the nurses so as that whenever they are required they can avail themselves fast. Availability of company transport is to ensure their client are served promptly. This will include 2 teams of 3 members each. This will allow change in duty.
Staffing plan plays a major role in managing health organization. It could tell the management whether to add new employees to the organization or it could train the available staff instead of outsourcing staffs or hire staffs on a temporary basis if the organization does not have staff with unique skills. For a success of an organization, staffing plan ensures the organization has a right staff required to avoid overstaffing, and the staffs possess the right skills required for the smooth running of the business.
A management team of 5 members will be reported to on a weekly basis by the home delivery crew, contract staff and volunteers. These will comprise of doctors and nurses. Voluntary nurses will be allowed a maximum of 10 while doctors will be 5. The budget committee will be 5 to ensure smooth running and allocation of hospital finances and resources. They will report to the management. Organizational members including registered nurses will report to the budget committee to plan on budgeting.
