The U.S constitution was written to form a weak central government. It’s evident that there is some overlapping and sharing of powers between the central government and the federal government. The federal government stands as a devolved form of government with autonomous self-governance
, the central government exist by sufferance of the individual states. The central government legislature is not solely responsible for all law making as the federal laws can be established through devolution.

In article 2 section 2 executive departments are granted too an opportunity to grant reprieves and pardons thereby devolving more power to the federal government. In article 3 section 2 the congress is endowed with powers to decide on cases that fall in exception from jury mandate thus lowering the judiciary’s supremacy on some cases such as impeachment. The congress is tasked with justice in some instances within a state.
